After leaving Andrew in London, the Master had decided to try and break into UNIT headquarters and see if they had information. Even the Master couldn't look forward to seeing his destroyed world with equanimity, so he had wanted to be prepared. He had not been hoping to find proof that Andrew was wrong or so he told himself.

The summons by the Time Lords, during his investigations, was both a relief and an irritation. He had no desire at all to actually interact with his home world and his fellow Time Lords! Summons to Gallifrey never went well, in his opinion. The last time he answered such a summons, he ended up in the Death Zone, trying to assist the Doctor. He still burned with resentment over his help being summarily rejected. This summons by the Time Lords was unlikely to be any better.

Time Lords rarely did anything of note and only with very strong reasons. His people, he was proud to say, actually, were expert manipulators and schemers. They were not to be trusted. The Master was not foolish enough to believe otherwise. He would go, but for his own reasons. After all, the High Council had made foolish mistakes in the past. They might make one the Master could take advantage of!
